In plain terms

Public money funded a real piece of hardware that was built and tested, not just another report -- a rare outcome in this field -- even though what it found was not entirely flattering to the design.

The claim as recorded

The CASSIE grant (one of the nine awards in the UK Space Based Solar Power Innovation Competition of 2022-2024, GBP 5,478,979 in total as summed from the published award values; CLM-0287, CLM-0515) produced at least two peer-reviewed technical outputs, including real, fabricated, measured hardware (the 112-element cross-helix array, SRC-001, CLM-0511) -- a genuine ACHIEVED technical result, not merely a paper study, though the result itself reported a real efficiency shortfall against commonly-assumed figures.

Evidence behind this: T3, the weaker of its sources: the two CASSIE papers are T2 (SRC-001, SRC-015); the government list of competition awards is T3 (SRC-297).

Scope and limits

One hardware result at small scale; whether follow-on CASSIE/CASSiDI/C3P0-A work has since been published was not established in this task (see condition 4 of Pillar 5's verdict).
