In plain terms

At its strongest, the beam is around 23 times the level the international guideline sets for the general public, and around 5 times the level set for workers.

The claim as recorded

The UK reference system's documents give a maximum beam intensity of 230 to 245 W/m2 (230 as the maximum, 240 at the centre of the rectenna and 245 as the power received). That exceeds the ICNIRP 2020 general public incident power density reference level of 10 W/m2 by a factor of about 23 to 24.5, and the occupational level of 50 W/m2 by a factor of about 4.6 to 4.9.

Scope and limits

This states an exceedance of a REFERENCE LEVEL, which is a screening threshold, not proof of harm and not automatically non-compliance. ICNIRP permits compliance to be shown against the underlying basic restrictions instead. It may NOT be reported as "SBSP is unsafe" or "SBSP breaches safety limits". The defensible statement is that the design exceeds the screening level by more than an order of magnitude for public exposure, and that none of the five primary documents reviewed addresses this.

What it assumes

the comparison is valid on the basis set out in CLM-0009 (UK GEO reference design; Cash's MEO and HEO variants give 78-96 per cent daily utilisation per site, a daily figure that does not lower the 30-minute average during a pass)

Where it comes from

This is the project's own working, shown in full:

CALC-003 Exceedance ratios
CALC-003 Exceedance ratios
230 / 10 = 23.0 and 245 / 10 = 24.5 against the general public level. 230 / 50 = 4.6 and 245 / 50 = 4.9 against the occupational level. The design figures are 230 W/m2 maximum beam intensity (CLM-0001, SRC-024 p.10), 240 W/m2 at the centre of the rectenna (CLM-0002, SRC-023 p.17) and 245 W/m2 received (CLM-0003, SRC-023 p.15). The reference levels are from CLM-0008, and CLM-0009 establishes that the comparison is valid.
