In plain terms
The international exposure guideline allows 10 watts per square metre for the general public and 50 for workers, at the frequencies space solar power would use.
The claim as recorded
ICNIRP 2020 sets the incident power density reference level for general public exposure at 10 W/m2 and for occupational exposure at 50 W/m2, applicable across the band that contains both 2.45 GHz and 5.8 GHz, averaged over 30 minutes and over the whole body.
Scope and limits
Reference levels, not basic restrictions. ICNIRP states that compliance may alternatively be demonstrated against the underlying basic restrictions, which are expressed as whole-body average SAR of 0.08 W/kg general public and 0.4 W/kg occupational over 30 min. A system exceeding the reference level is not automatically non-compliant, but the burden shifts to a full basic-restriction assessment.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
Table 5 caption, verbatim: "Reference levels for exposure, averaged over 30 min and the whole body, to electromagnetic fields from 100 kHz to 300 GHz (unperturbed rms values)." Values confirmed in Appendix B, verbatim: "ICNIRP (1998) set whole-body reference levels within this range (up to 10 GHz) at 50 W m-2 and 10 W m-2 (for occupational and general public exposure, respectively). As there is no evidence that these levels will result in exposures that exceed the whole-body basic restrictions above 6 GHz, or that they will cause harm, these guidelines retain the ICNIRP (1998) reference levels for whole-body exposure conditions."
