CALC-042
Null measurement: ionospheric effects of power beaming across the ITU documents obtained
What this is
This is the project's own arithmetic, published in full so it can be checked rather than taken on trust. It is not a source. Every input it uses is cited to a record, and the conclusion it reaches only carries as far as those inputs do.
Feeds CLM-0054. Answers QST-009. SEARCH-METHOD, not arithmetic.
Why it was needed. The 1978 rationale for limiting beam intensity was protecting HF, VHF and VLF services from a disturbed ionosphere (CLM-0039), which is a spectrum-management concern. If the spectrum regulator has never examined it, the original rationale for the figure sits in nobody's regulatory remit.
Corpus, and what it is not. Three ITU documents, obtained and searched:
| Document | Obtained |
|---|---|
| SRC-197 (ITU Resolution 910, WRC-23) | yes |
| SRC-102 (Report ITU-R SM.2392-1) | yes |
| SRC-103 (Report ITU-R SM.2505-0) | yes |
NOT obtained, and therefore not searched - this list is load-bearing and belongs in the record rather than in a footnote: SM.2392-2 (2026), ITU-R Recommendations SM.2110, SM.2129 and SM.2151, and Question ITU-R 210/1.
Method. Full-text search for ionospheric-effect terminology.
Result: nothing on ionospheric effects in any of the three.
Conclusion. No ITU document examined mentions the ionospheric effects of power beaming.
Where this fails. Three documents, not the ITU corpus. Five relevant documents were not obtained. The claim's author flagged it as unconfirmed and that flag should travel with any use of it.
