In plain terms

The official 2023 text that plans the 2031 world radio conference marks the wireless power item as not yet settled. It also says the whole agenda will be reconsidered in 2027, because countries disagreed about which frequency bands to study and how to protect existing radio users.

The claim as recorded

ITU Resolution 814 (WRC-23), the preliminary agenda for WRC-31, prints agenda item 2.2 on wireless power transmission entirely inside square brackets, brackets "frequency bands" and "non-beam and beam" separately within it, and attaches to the resolution's title the footnote "For further consideration at WRC-27, given the divergent views regarding the frequency bands to be studied and the means to ensure the full protection of all incumbent services concerned." With the brackets removed, the item's words match the RSGB-republished string that CLM-0552 quotes.

Evidence behind this: T1. A normative instrument quoted for its own text (METHOD 2026-09-04 amendment). The fact recorded is how the ITU prints the item, and nothing beyond that.

Scope and limits

The document does not say what its square brackets mean. Reading them as text not yet agreed follows the usual ITU drafting convention and is UNVERIFIED from this document. The footnote is anchored to the title, so it applies to the resolution as a whole and not only to item 2.2, although its wording ("frequency bands to be studied") fits item 2.2. This is a preliminary agenda, and WRC-27 may change or drop the item. A WRC-27 text, once issued, supersedes this record.
