In plain terms

The international study planned for 2031 is aimed at stopping wireless power transmission from disturbing other radio users. It is not, on its own wording, aimed at giving wireless power transmission its own protected slice of spectrum the way other radio services get. The item is printed in brackets and is due to be reconsidered in 2027, so it is not yet settled.

The claim as recorded

WRC-31's preliminary agenda item 2.2, per Resolution 910 (WRC-23), is scoped to study "possible [frequency bands] for [non-beam and beam] wireless power transmission to avoid harmful interference to the radiocommunication services caused by wireless power transmission" - i.e. protection of existing radiocommunication services from WPT, not necessarily an allocation granting WPT protection from interference by others. The ITU's own printing of the preliminary agenda prints the whole item in square brackets, and the resolution's title carries the footnote "For further consideration at WRC-27, given the divergent views regarding the frequency bands to be studied and the means to ensure the full protection of all incumbent services concerned." The item is therefore not yet settled and may change at WRC-27. THE CLAUSES RELIED ON HERE ARE RECOGNISING CLAUSES, NOT "SHALL" OR "SHOULD" REQUIREMENTS, so what they establish is what the instrument acknowledges to be the case and what it instructs itself to study - not a binding requirement on anyone. Recorded here, in the claim, because METHOD Rider 2 names this field: a binding requirement and a recommendation are different facts and a reader must not have to reach a grading field to tell which this is.

Evidence behind this: T1, and the dispute is RESOLVED 2026-09-11 in the SOURCE row rather than here. tiercheck.py flagged this record as graded stronger than its weakest cited source, SRC-197 at T3. The defect was the source grade: METHOD's 2026-09-04 amendment makes a normative instrument quoted for its own requirement T1, and this is an ITU resolution cited for what it itself recognises and resolves. SRC-197 is re-graded T1 and this record's own tier is unchanged. Rider 2 applies and is now recorded in the `claim` field as the rider requires, 2026-09-14 - it had been satisfied here instead, which no reader was deprived by, but a compliance statement kept out of the field a rule names breaks the rule quietly. Restated for the grading argument: the clauses relied on here are RECOGNISING clauses, not "shall" or "should" requirements, so what they establish is what the instrument acknowledges to be the regulatory position, not an obligation on anyone. The provenance of the quotation was checked 2026-09-10 by extracting both pages of the held SRC-197, 3,966 characters, case-insensitive: "in accordance with" returns 0 occurrences, while "not a defined radio service" and "Further discussion is needed" each return 1, standing as controls that the extraction was reading the document rather than an empty string. The WRC-31 agenda item 2.2 text was not searched on 2026-09-10 because it was not then held; it is held from 2026-10-02 (SRC-428, Resolution 814).

Scope and limits

2026-10-03 (OI-024): the ITU printing is now held, as Resolution 814 (WRC-23) on SRC-428, PDF p.1 (CLM-1377). The quoted words match it once its square brackets are removed. The footnote is anchored to the resolution's title, so it covers the whole preliminary agenda, and its wording fits item 2.2. Until then read from a secondary republication of the ITU text (RSGB, a national radio society), not fetched directly from itu.int; the agenda item's scope could also be revised before WRC-31 actually convenes. CORRECTED 2026-09-10: THE `support` FIELD QUOTED A STRING THE CITED DOCUMENT DOES NOT CONTAIN. SRC-197's row had claimed two instruments - Resolution 910 AND the WRC-31 agenda item 2.2 text - while holding only the resolution, and the row was narrowed the same day. The quoted string ends "in accordance with Resolution 910 (WRC-23)", and "in accordance with" returns ZERO occurrences across both pages of the held resolution, so the quotation belongs to the agenda item and not to the resolution it names. That text was not held until 2026-10-02. CORRECTED 2026-09-15: the sentence continued "has no row, and an id is owed for it", and SRC-428 exists - T1, status SUGGESTED, dated 2026-09-10 - and THIS RECORD'S OWN `src` FIELD ALREADY CITES IT. One clause of three was right. Not-held remains true and must stay: the distinction between not held and no row is the one CLM-0316 spent a field establishing, and collapsing them is how a registered gap gets reported as an unregistered one. The correction block carrying the stale sentence is stamped 2026-09-10 and SRC-428's row is dated the same day; the coincidence is recorded and the sequence is not asserted. The claim is not weakened by this and is arguably strengthened. The held resolution states the not-an-allocation point directly, in its own recognising clauses, rather than leaving it to be inferred from an agenda item's phrasing. The same document also brackets its own title and footnotes that further discussion is needed on the scope of the agenda item - which is the scope instability this record had inferred from outside and can now cite from the primary. The RSGB channel was never the defect: the content is primary regulatory text and the channel is not, which the source row already said. The defect was attributing one document's words to another under a single id. VERIFIED 2026-09-19 (VER-1339 PARTIAL): SRC-428 is NOT HELD and its status is SUGGESTED, so this record rests on a source that is neither held nor identified for that citation. (Superseded 2026-10-03: SRC-428 is held and LIVE; see the 2026-10-03 line at the head of this field.) The agenda-item string is not in SRC-197 at the raw, normalised or squashed level, as stated above, but the held resolution carries the same scope words in two places this record does not cite: its bracketed title on p.1, "[Studies on the possible [frequency bands] for [non-beam and beam] wireless power transmission (WPT) to avoid harmful interference to the radiocommunication services caused by WPT]", and its last invites clause on p.2, which invites WRC-31 to consider "the possible frequency bands for WPT on the basis of avoiding harmful interference to the radiocommunication services caused by WPT". The claim's reading is supported by the held document more directly than this record says.

THE AGENDA-ITEM STRING BELOW IS NOT IN SRC-197 AND IS NO LONGER ATTRIBUTED TO IT. Quoted from the WRC-31 preliminary agenda item 2.2 text as republished by RSGB, a national radio society; that text is held from 2026-10-02 as Resolution 814 (WRC-23) on SRC-428, PDF p.1, where the same words are printed inside square brackets and the resolution's title carries a footnote deferring it to WRC-27 (CLM-1377). "possible [frequency bands] for [non-beam and beam] wireless power transmission to avoid harmful interference to the radiocommunication services caused by wireless power transmission, in accordance with Resolution 910 (WRC-23)." What the HELD document says, and it carries the claim more directly than the quotation did: Resolution 910 (SRC-197 PDF p.1) recognising "a) that WPT is not a defined radio service in the Radio Regulations; b) that there are no international regulations to regulate radiation from WPT". That states the not-an-allocation point at the primary source, rather than inferring it from how an agenda item is worded.
