In plain terms
The radio regulator's 2026 report on beamed power now has a section on power satellites, built around a UK design, and repeats that UK and European studies found it workable. It says nothing about effects on the upper atmosphere.
The claim as recorded
Report ITU-R SM.2392-2 (06/2026) adds a section on space-based solar power via satellite that takes CASSIOPeiA as its reference architecture, states that "Recent independent studies commissioned by the UK Government [60], and the European Space Agency [59] confirm that the technology is both technically and economically viable", says power is beamed "to take advantage of the atmospheric window between 1-10 GHz", and records that experimental systems have used ISM bands while bands between 5.8 GHz and 24 GHz have been investigated; the report does not mention the ionosphere.
Evidence behind this: T1: an approved ITU-R Report; its SBSP section reports contributors' material and is not a regulatory decision.
Scope and limits
The viability sentence reports two commissioned studies (Frazer-Nash for the UK, and an ESA cost-benefit study), not an ITU finding; this register records both studies' own limits (CLM-0170, CLM-0280). The section's content and its choice of reference architecture come from contributors, plausibly the UK's (the same section describes Space Solar and the UK Space Energy Initiative, PDF p.37); the report does not say who drafted it. An approved Report is informative, not a regulatory decision.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
PDF p.32, section 2.9 "Space based solar power via satellite": the viability sentence as quoted; PDF p.33: "with the MR-SPS and CASSIOPeiA architectures shown in Fig. 39. Figure 40 provides more information on the different SBSP subsystems with reference to the CASSIOPeiA architecture"; PDF p.34: the atmospheric-window phrase as quoted; PDF p.41: experimental systems "have used ISM bands as well as the bands between 5.8 GHz and 24 GHz have been investigated". A case-insensitive search for "ionosph" over all 45 pages returns zero.
