In plain terms

Japan's 2023 national space plan lists space solar power research, led by its science and industry ministries, and aims at eventual practical use without giving a date, size or budget.

The claim as recorded

Japan's Basic Plan on Space Policy, decided by the Strategic Headquarters for Space Development and the Cabinet on 2023-06-13, includes space solar power R&D, led by MEXT and METI. It states (our translation) that work will proceed steadily towards practical use of space solar power systems on the basis of the SSPS R&D roadmap, citing possible solutions to global problems such as energy and climate, and possible power supply to space structures. It also notes expected spin-offs, such as wireless power to IoT sensors, drones and robots, and lunar uses.

T3 government or agency report · high confidence · as of 2023-06-13 · past review · VER-1772 CONFIRMED 2026-10-02 · XC01, XC02

Evidence behind this: T3, a cabinet-level policy document with no named authors; it permits "the Japanese government's 2023 space policy states Y" only. It sets direction, not a schedule, rating or budget.

Scope and limits

A policy statement of intent. It gives no year for first power, no rating in MW, no budget and no demonstration date (QST-027 asks for all four); those appear only in the roadmap (CLM-1248, CLM-1249). "Practical use" is not defined. The SSPS R&D roadmap it cites is not held. The overview (SRC-626) is undated and adds nothing beyond naming the item.

What it assumes

No assumptions are recorded against this claim.

SRC-626 宇宙基本計画の概要 (our translation: Overview of the Basic Plan on Space Policy), 2023
text, PDF p.32 (printed p.31), heading 【宇宙太陽光発電の研究開発】, our translation, paraphrased: towards practical use (実用化) of space solar power systems, which may help solve global problems such as energy, climate change and environmental problems and may also supply power to space structures, work is to proceed steadily on the basis of the SSPS R&D roadmap and similar plans; the R&D is noted as likely to yield derivatives such as wireless power to IoT sensors, drones and robots, ground technology, and lunar surface and lunar orbit uses; lead ministries MEXT and METI. SRC-626 (overview, one page) lists 宇宙太陽光発電の研究開発 as an item under (2)(d).
