In plain terms
The tough interest rate Frazer-Nash used for CASSIOPeiA makes its low headline cost figure more impressive, not less, when checked against real-world comparable rates -- but that says nothing about whether the other numbers feeding into that figure are right.
The claim as recorded
Pillar 4 (discount rate) HOLDS: Frazer-Nash's 20% hurdle rate is better characterised as a genuinely harsh test than a lenient one, since it sits above every UK-specific or OECD-typical rate found for comparable capital-intensive infrastructure including first-of-a-kind floating offshore wind, and restating CASSIOPeiA's own figures to a gentler rate lowers them further; this finding says nothing about whether the underlying mass and launch-cost assumptions feeding that LCOE are themselves realistic.
Evidence behind this: T0-ANALYSIS, so no CALC is owed: this record DERIVES NO NUMBER. It is a verdict across CLM-0522 to CLM-0525 and CLM-1457; no government or agency report stands behind it.
Scope and limits
Synthesis claim; inherits the limits of every claim it rests on, including the absence of a specific Ofgem/Sizewell C comparator (CLM-0524's own limits).
What it assumes
