In plain terms

The 2008 Japanese review that gives the well-known 32 and 425 watts-per-square-metre self-focusing thresholds only ever says self-focusing "might" happen at the lower frequency and is "thought" not to happen at the higher one - it never states either outcome as a settled fact.

The claim as recorded

Usui's (2008) own statements about thermal self-focusing outcomes at 2.45 GHz and 5.8 GHz are explicitly hedged in the original Japanese: "there is a possibility that the thermal self-focusing phenomenon occurs" (生じる可能性がある) for the 2.45 GHz case, and "it is thought that the thermal self-focusing phenomenon does not occur" (生じることはないと考えられる) for the 5.8 GHz case - neither is stated as an established fact.

Scope and limits

Concerns only the FORCE of Usui's own language, not the correctness of the underlying 32/425 W/m2 numbers (already recorded elsewhere) or of the formula used to derive them; the arithmetic independently reproduces Usui's stated values to within 0.1%. Only the confidence with which the paper asserts the physical outcome is in question here.

What it assumes

The literal translation given in the reviewing report accurately captures the hedging force of the Japanese grammatical constructions used (可能性がある = "there is a possibility," と考えられる = "it is thought/believed").
