In plain terms
In this 2008 Japanese review, the absorption figures of under 1% normally and up to about 10% at increased solar activity are not tied to any radio frequency, in their section or in the citation line for their source.
The claim as recorded
Usui's (2008) statement that SPS energy attenuation is "less than 1%" under normal ionospheric conditions, rising to "a few % to about 10%" under increased solar activity (Section 2.1.4), carries no stated frequency anywhere in the passage, its section heading, the whole of Section 2.1 (which shares one blanket citation across refraction, Faraday rotation, scintillation and absorption), or the citation line for its underlying reference (Matsuura 1982); every place elsewhere in the same paper where Usui does give a specific frequency (2.45 or 5.8 GHz) is in a different section, under nonlinear effects, never in Section 2.1.
Scope and limits
Does not establish what frequency the figures DO apply to; the underlying citation (Matsuura 1982) was not included in the file reviewed for this specific check. A separate acquisition of the actual Matsuura 1982 paper (see CLM-0149) found no "several%-10%" figure at all under its own stated conditions.
What it assumes
The PDF read (cross-checked against rendered page images, since the text extraction silently dropped all "%" characters) is the complete and correct text of this section.
Where it comes from
Usui (2008), Section 2.1.4, p.2 (printed p.530), verified against both the extracted text and a rendered page image: "NOT FOUND IN DOCUMENT. No frequency value (not 2.45 GHz, not any other number) appears anywhere in this passage, in the section heading, or in the immediately surrounding text."
Basis: none
