In plain terms
A third party looked at the 230 watt per square metre design figure and said self-focusing may happen at 2.45 gigahertz but not at 5.8 gigahertz.
The claim as recorded
The same 2008 review states directly that for the 2.45 GHz SPS model at a power density of 230 watts per square metre thermal self-focusing may occur, the design figure exceeding its stated 32 watts per square metre threshold by a factor of about 7, and that for the 5.8 GHz SPS model self-focusing is considered not to occur, 230 being below its stated 425 watts per square metre threshold.
Scope and limits
A single-point evaluation at one assumed density and temperature, not a distribution over real conditions. Its density of 1e12 per cubic metre is well above the measured mid-latitude median of 1.94e11 at CALC-014, Millstone Hill over 22,705 filtered rows, so it represents a disturbed or solar-maximum daytime ionosphere rather than a typical one, and it therefore sits towards the low-threshold end. It does not apply the domain condition.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
page 2, translated: for the SPS model with a frequency of 2.45 GHz, power density 230 W/m2, the threshold is 32 W/m2, so thermal self-focusing may occur; and for the SPS model with a frequency of 5.8 GHz the threshold is 425 W/m2, so thermal self-focusing is considered not to occur.
