In plain terms

A 2013 review paper says calculations suggest a stronger microwave beam than the usual safety limit would still be fine at a higher frequency, but the paper itself says these predictions still need to be fully checked in space experiments.

The claim as recorded

Sasaki, Tanaka and Maki (2013) state that recent theoretical and numerical work (their refs [22]-[24], including Perkins and Goldman 1981) shows ionospheric interaction effects "are not critical" for a power density of around 1 kW/m2 at 5.8 GHz, but explicitly flag that "these predictions need to be fully verified in the early phase of space experiments."

Scope and limits

This is an ASSERTED design-literature claim citing MODELLED sources, not a measured result; the paper's own hedge ("need to be fully verified") must not be dropped. Does not establish that 1 kW/m2 is safe, only that theoretical work of the day suggested it might be.

What it assumes

Refs [22]-[24] are correctly summarised by Sasaki et al.; refs [22] and [23] could not be obtained directly (closed access, no open-access copy found).
