In plain terms

The same review says modern work finds about 1 kilowatt per square metre acceptable at 5.8 gigahertz, more than four times the older figure, and that commercial designs assume it.

The claim as recorded

The same 2013 review states that recent theoretical work and numerical simulations have shown the effects are not critical for a power density of around 1 kilowatt per square metre at 5.8 GHz, which is about 4.3 times the 230 watts per square metre figure, and that a typical 1 GW-class commercial design is expected to run at 1 kilowatt per square metre at beam centre over a 3.5 kilometre diameter.

Scope and limits

THIS SITS IN TENSION WITH OTHER SOURCES AND THE TENSION IS NOT RESOLVED. SRC-124 puts the 5.8 GHz self-focusing threshold at 425 W/m2 for Ne 1e12 m^-3 and Te 1500 K, and CALC-014 puts the median self-focusing threshold at 189 W/m2 over the 8.0 per cent of measured mid-latitude conditions in which self-focusing can occur at 5.8 GHz. Both are well below 1 kW/m2. So the figure this review calls not critical exceeds two independent threshold estimates at the same frequency. Its supporting references 22 to 24 have not been read. The review's own next clause is the qualifier: the predictions need to be fully verified.

What it assumes

Where it comes from

SRC-127 Microwave Power Transmission Technologies for Solar Power Satellites, Proceedings of the IEEE...
page 1442 verbatim: "The recent theoretical works and numerical simulations have shown that the effects are not critical for a power density of around 1 kW/m2 at 5.8 GHz [22]-[24], but these predictions need to be fully verified in the early phase of space experiments." And: "In the case of the typical commercial SPS of 1-GW class, the power density is expected to be 1 kW/m2 at the center of the beam having a diameter of 3.5 km".
