Null measurement: exposure-standard vocabulary across the five primary SBSP documents

Calculation · Cited by CLM-0006

What this is

This is the project's own arithmetic, published in full so it can be checked rather than taken on trust. It is not a source. Every input it uses is cited to a record, and the conclusion it reaches only carries as far as those inputs do.

Feeds CLM-0006. Answers part of QST-001. SEARCH-METHOD, not arithmetic.

Why it was needed. The first question a regulator asks about a power beam is what exposure standard it is assessed against. If the primary documents a regulator would read do not name one, that absence is itself the finding: a null is a result rather than a gap. An absence only counts as evidence if the search that found it is repeatable, which is what this record exists to make possible.

Corpus. Five primary documents, 288 pages, all held here and identified by source ID below.

SourceDocumentExtracted charactersStated or assumed
SRC-024UK Phase 1 engineering feasibility study213,716STATED by the claim's own support field
SRC-023Frazer-Nash executive summary44,569STATED
SRC-022UK de-risking report37,965STATED
SRC-026Cash, CASSIOPeiA paper48,418STATED
SRC-012NASA OTPS 2024 report195,955STATED

All five source ids are present in register/sources.md. The character counts are the claim's own and were not re-derived here; re-running the extraction is the check that would close them.

Method. Full text extracted with PyMuPDF, searched case-insensitively across every page.

Terms, and counts. Every one returned zero.

ICNIRP 0
IEEE C95 0
exposure limit 0
exposure guideline 0
safety standard 0
regulatory limit 0

exclusion zone 0
keep-out 0
restricted area 0
controlled area 0

Result: eleven terms, five documents, 288 pages, zero occurrences.

Conclusion. The safety argument in these five documents is not made against a named standard.

Where this fails, stated plainly. Absence of a term is not absence of a safety case; these documents may rely on an assessment published elsewhere. The search covers five documents of the 74 then registered. It fails outright if the PDF text layer is incomplete for any of the five - that risk is real and is exactly what bit CLM-0765 (CALC-047), where a figure-page text layer was asserted unreadable and an independent pass could not reproduce the assertion. This record should not be relied on until the text-layer completeness of all five is confirmed.
