In plain terms
The 1981 report found online is by the same author about the same heating experiments, but it is not the 1979 memo the 1980 government report relied on. In it, the temperature figures are calculations, not measurements, so it cannot stand in for the missing measurement.
The claim as recorded
NTIA Report 81-66 by Chilton (March 1981), the document at DOI 10.70220/d28b3k84, is not the NTIA TM 79-4 that SRC-110 p.53 cites for the Platteville electron-temperature rise: it is a Report and not a Technical Memorandum, it is dated 1981 against a 1979 number cited in a 1980 report, and it is marked for unlimited distribution where SRC-110 describes TM 79-4 as limited distribution. Its electron temperature against transmitter power is a theoretical calculation (Figures 13 and 14), and its measurements are 1973 cross-modulation data, so it does not supply a measured 300-500 K counterpart for CLM-0162.
Evidence behind this: T3, the grade of the agency report SRC-737.
Scope and limits
TM 79-4 is still not held, so whether its temperature range was measured or calculated cannot be settled here. 81-66 may be a later public write-up of overlapping work; that is UNVERIFIED. The figure legends (PDF pp.27-28) read a neutral temperature of 200 K, but only through poor OCR; the curves were not read off at zoom.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
PDF p.1: "NTIA-Report-81-66", "March 1981". PDF p.41, bibliographic data sheet: "NTIA Report 81-66", and the availability box marked "UNLIMITED.". PDF p.5 and p.27: "Theoretical calculations of D-region electron temperature versus transmitter power at 5.4 MHz using the Dalgarno and Henry (1965) theory." PDF p.34: "Although the theoretical calculations of electron temperature variation shown in Figure 13 and 14 are only approximate". PDF p.8: measurements were made "at the time (1973)". PDF p.7: "The purpose of this paper is to present some measurements of cross modulation depths up to 30% that resulted from using transmitter powers up to 50 MW". SRC-110 PDF p.53 cites Chilton as NTIA TM 79-4, limited distribution (OCR letter-spaced, read not quoted).
