In plain terms
On the exact same navigation-radio circuits used to test simulated space-solar-power heating of the upper atmosphere, a single ordinary solar flare produced a signal disturbance several times larger than anything the simulated heating produced.
The claim as recorded
On the same LORAN-C and OMEGA circuits used to test Platteville facility SPS-equivalent ionospheric heating, a single reported solar flare on 20 August 1979 produced a phase shift of over 1.0 microsecond on the Fallon-to-Brush LORAN-C path (versus ON/OFF differences of at most about 0.2 microsecond in Table 5, all inside the stated spreads), and two solar flares on 18 August 1979 produced a phase shift of over 10 microseconds on the Hawaii-to-Boulder OMEGA path (versus ON/OFF differences of at most 1.0 microsecond in Table 4, all inside the stated spreads).
Scope and limits
A same-instrument, same-path, dated, apples-to-apples comparison for two specific events during a two-month (Aug-Oct 1979) observation window - evidence for a "small" flare and ordinary variability, not for a major (X-class) flare or a severe geomagnetic storm. Applies to VLF/LF phase effects only, not GNSS/L-band.
What it assumes
The flare events cited are correctly attributed as the cause of the observed phase shifts, as stated by the source; no independent GOES X-ray class or other flare-magnitude index is quoted for these specific events.
Where it comes from
DOE/ER-10003-T2 (1980), PDF p.56 / printed 41 (LORAN-C, Figure 13 on PDF p.57) and PDF p.58 / printed 43 (OMEGA, Figure 14 on PDF p.59); the Platteville ON/OFF comparison figures from Table 5, PDF p.47 / printed 32, and Table 4, PDF p.42 / printed 27: 20 August 1979 flare (1731 UT), phase shift of "more than 1" microsecond on Fallon-to-Brush LORAN-C and "0.5" microsecond on Dana-to-Boulder LORAN-C; 18 August 1979, two flares (1356 and 1406 UT), phase shift of "more than 10" microseconds on the Hawaii-to-Boulder OMEGA path, against a normal diurnal phase change of about 60 microseconds.
Basis: phase shift, microseconds, on LORAN-C and OMEGA VLF/LF navigation circuits
