In plain terms

The two frequencies power satellites would use sit in bands set aside for industrial and medical equipment, where radio services already there must put up with interference. The treaty's limits on how strong a satellite's signal may be at the ground do not cover either band.

The claim as recorded

In the 2024 Radio Regulations, 2 400-2 500 MHz and 5 725-5 875 MHz are designated by No. 5.150 for industrial, scientific and medical (ISM) applications, and "Radiocommunication services operating within these bands must accept harmful interference which may be caused by these applications"; the bands are allocated to other services: at 2 400-2 483.5 MHz fixed, mobile, radiolocation and (to 2 450 MHz) amateur, and at 5 725-5 850 MHz radiolocation and amateur, with fixed-satellite (Earth-to-space) in Region 1 and amateur-satellite (space-to-Earth) at 5 830-5 850 MHz. Article 21 Table 21-4, which sets power-flux-density limits at the Earth's surface for space stations, has no entry for either band.

Evidence behind this: T1: the treaty text itself, Edition of 2024.

Scope and limits

The allocations and the ISM designation are as of the 2024 edition; footnotes 5.282, 5.393-5.395, 5.451, 5.453 and 5.455 qualify them by country and were not read here. Table 21-4 binds space stations of the services it lists; a power beam is not a defined radio service (Resolution 910, CLM-0053), so the missing row does not mean a beam is unlimited, only that no Article 21 limit is written for these bands. Article 5 and Article 21 only; the rest of the Regulations was not searched.

What it assumes

No assumptions are recorded against this claim.

Where it comes from

SRC-671 Radio Regulations, Edition of 2024 (Volumes 1-4), 2024
Vol 1 PDF p.73, No. 5.150, verbatim: "2 400-2 500 MHz (centre frequency 2 450 MHz), 5 725-5 875 MHz (centre frequency 5 800 MHz) ... are also designated for industrial, scientific and medical (ISM) applications" and the sentence quoted in the claim. PDF p.129 (render): 2 300-2 450 FIXED, MOBILE 5.384A, Amateur, Radiolocation (Region 1) and RADIOLOCATION (Regions 2 and 3); 2 450-2 483.5 FIXED, MOBILE, Radiolocation / RADIOLOCATION, each with 5.150. PDF p.147 (render): 5 725-5 830 FIXED-SATELLITE (Earth-to-space) in Region 1, RADIOLOCATION, Amateur; 5 830-5 850 adds Amateur-satellite (space-to-Earth); both with 5.150. PDF p.297-298 (render): Table 21-4 has no row covering 2 400-2 500 MHz or 5 725-5 875 MHz case.
