In plain terms
In 2019 a Chinese state science paper said China had started building a test base in Chongqing, planned high-altitude solar stations by 2025, a megawatt-scale test station in space from 2030 and the ability to build a gigawatt commercial plant by 2050.
The claim as recorded
Science and Technology Daily reported on 2019-02-14 (our translation) that China's first space solar power experimental base had recently started construction in Chongqing; that the plan was to build small and medium stratospheric solar power stations and generate electricity in 2021 to 2025, and to begin large-scale space solar power station work after 2025; and that an expert-group proposal set the goals of starting construction of a megawatt-level space solar test station in 2030 and having the capability to build a gigawatt-level commercial station before 2050.
Evidence behind this: T5, a state science newspaper reporting a plan and an expert-group proposal; it permits "the newspaper reported on date Z that the plan is Y" only.
Scope and limits
A newspaper report; the 2030 and 2050 goals are attributed to an expert-group proposal, not to an adopted state plan. No budget, orbit or rating is given beyond "megawatt-level" and "gigawatt-level". "Stratospheric solar power stations" are high-altitude platforms, not space stations. Held as a Xinhuanet reprint; image only, so nothing is quoted until OCR. Consistent with SRC-603 (CLM-1223, 2019-12) and SRC-607 (CLM-1227, 2022) on the Chongqing base and the staged plan.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
text, PDF p.2, our translation, paraphrased: the first space solar power experimental base had recently begun construction in Chongqing; plan, 2021 to 2025, build small and medium stratospheric solar power stations and generate electricity; after 2025, begin large-scale space solar power station system work; Xi'an to build a ground verification platform; expert-group proposal, within the next ten-plus years complete ultra-high-voltage generation and transmission and wireless power transmission tests in space, start construction of a megawatt-level space solar test station in 2030, and have the capability to build a gigawatt-level commercial station before 2050.
