In plain terms

In 2011 an international study group said the last whole-system analysis of space solar power was done in 1997. The American National Research Council had already found the underlying studies missing in four technology areas in 2001. If these are the same gap, which is a reading and not something either body says, it was four years old when the NRC found it and still open ten years after that.

The claim as recorded

The 2011 IAA international assessment dates the last end-to-end systems analysis of space solar power to 1997, fourteen years earlier and four years before the NRC assessed NASA's programme. Finding 4: "An in-depth end-to-end systems analysis of SSP/SPS is necessary to understand more fully the interactions among various systems / technologies for different concepts and markets; however, no such study has been performed since the conclusion of NASA's Fresh Look Study in 1997." Taken with CLM-0924, which records the NRC finding the underlying analysis missing in four separate technology areas in 2001, the gap was already open when the NRC found it and was still open in 2011.

Evidence behind this: T4: an International Academy of Astronautics study-group final report, not a government or agency report, read directly in the held file. SRC-029's text layer needs no de-hyphenation - 108 hyphen line-break joins across 272 pages, against SRC-054's 1,548 across 95 - and every quotation below matched raw.

Scope and limits

THIS IS THE IAA's OWN CHARACTERISATION OF THE LITERATURE AND NOT A SURVEY RESULT. It names one study and asserts nothing since; it does not say what was searched, and the register cannot check it. IT IS ABOUT END-TO-END SYSTEMS ANALYSIS, not about technology work generally - the same report's Finding 2b says of the mature technologies that "no fundamental breakthroughs appear necessary and the degree of difficulty in projected R&D appears tractable", so the body is not saying nothing happened. THE JOIN TO CLM-0924 IS THIS REGISTER'S, not either body's: the NRC found four specific analyses missing, the IAA dates the whole-system analysis, and inferring that these are the same gap is a reading and is labelled as one. 2011, and nothing here establishes what has been done since.

What it assumes

No assumptions are recorded against this claim.

Where it comes from

SRC-029 Space Solar Power: The First International Assessment of Space Solar Power - Opportunities,...
Read first-hand from the held PDF on registration; matched RAW, no de-hyphenation needed. Verbatim, Finding 4, printed p.163: "An in-depth end-to-end systems analysis of SSP/SPS is necessary to understand more fully the interactions among various systems / technologies for different concepts and markets; however, no such study has been performed since the conclusion of NASA's Fresh Look Study in 1997." THE QUOTATION DID NOT MATCH ON FIRST SEARCH AND THE REASON IS WORTH RECORDING: the document uses a CURLY apostrophe in "NASA's" and a straight-quote search returns nothing - the same family of defeat as A77's hyphen-space and the lowercase-unit case that broke a search on SRC-439.
