In plain terms
The UK's national cyber security agency said in May 2022 that Russia was almost certainly behind the attack on Viasat, that it started about an hour before the invasion of Ukraine began, and that wind farms in central Europe were among those affected.
The claim as recorded
The UK National Cyber Security Centre published on 10 May 2022 that it assesses Russia was almost certainly responsible for the attack on Viasat, that the attack began approximately one hour before Russia launched its major invasion of Ukraine, and that although the primary target is believed to have been the Ukrainian military, other customers were affected including personal and commercial internet users, and that wind farms in central Europe and internet users were also affected.
Scope and limits
"Almost certainly" is the NCSC's own confidence marker and must be preserved rather than hardened to a statement that Russia was responsible. The wind farm statement is unquantified: it names no number of farms, no capacity, no country beyond "central Europe", no outage duration and no loss of generation, and it does not say what function was lost - remote monitoring and control is the plausible reading and the source does not state it. The page is a government news item, not a technical report, and gives no mechanism. It is a saved web page rather than a signed document.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
, verbatim: "The NCSC assesses that Russia was almost certainly responsible for the attack." Basis: national attribution with a stated confidence marker; affected sectors, unquantified
