This exercise could not fully convert every study onto the same basis. One study (Roland Berger/OHB) is missing too many basic facts -- what return rate, what satellite lifespan, what launch cost it assumed -- to be rescaled at all beyond a basic currency conversion. Another (Caltech) required a best-guess stand-in for satellite lifespan. And the exchange rates and inflation figures used throughout are remembered rather than freshly looked up, because internet access was not available for this task.
The claim as recorded
Of the estimates addressed in this restatement, Roland Berger/OHB's ESA 2022 reflector-design VALCOE (CLM-0285) is the only one that could not be rescaled for discount rate or asset life at all, because its only source (a T5 marketing/insights web page) states neither parameter, nor capacity factor, nor launch cost; Caltech's asset-life figures required an ASSUMED substitution (the paper's own "N2" rate-adjusted energy multiplier) because no design life is stated as such; every currency/inflation figure used throughout this restatement is recalled rather than freshly fetched, because WebSearch and live web retrieval were unavailable for this task.
Evidence behind this: T0-ANALYSIS, so no CALC is owed: this record DERIVES NO NUMBER. It is a completeness register - what could not be restated, and why. Characterisation taken from synthesis/calcs.md's own disposition table, which sorted these records and recorded that they carry no arithmetic of their own. Method, stated here so a reader can dispute it: the judgement is made over the claims and calculations named in src, and rests on no quantity this record computes.

This is a completeness/limitations claim, not a numeric finding; it should accompany every other claim in this set (CLM-0370-0383) as required context, the way CLM-0124 must travel with CLM-0123.
