In plain terms
The 1980 programme report says the three-year programme was due to end in 1980, that the heating experiments still needed data to confirm them, and names no follow-on experiment. It offers its findings as a basis for a policy decision rather than making one.
The claim as recorded
DOE/ER-0085 (November 1980) states that the CDEP was a three-year programme started in 1977 with an objective set for the end of 1980, presents its findings as "a basis for a policy decision on further commitment" rather than making one, says experimental scaling laws for ionospheric heating "have not yet been validated" and that "Experimental data are needed", and names no follow-on experiment at Platteville or Arecibo.
Scope and limits
An absence, not a recorded decision to stop. No document was found stating that the upgraded experiments were cancelled or declined. That distinction matters: this establishes that no evidence of the work was found, not that a decision was taken against it. The wider absence this record first asserted, that no funded upgraded-facility experiment at Platteville or Arecibo after 1981 is recorded anywhere and that Platteville appears in later work only as a data source for theoretical papers, rests on OSTI and NTRS catalogue searches made 2026-09-02 and on Weatherall et al. 1982, which is not held, and is not checkable in the archive (claim narrowed 2026-09-20).
What it assumes
No assumptions are recorded against this claim.
Where it comes from
This is the project's own working, shown in full:
Searched-and-not-found across OSTI and NTRS 2026-09-02. DOE/ER-0085 records the programme's fixed three-year design and the deferral. Platteville appears in later work such as Weatherall et al. 1982 as a parameter source only.
