- CLM-1322 (low confidence) Around 1970 an author at Atomics International (North American Rockwell) reviewed Soviet research and asked why Soviet limits were up to a thousand times stricter. He found the Soviets took non-heating effects seriously, reported long-term symptoms in workers, and turned that concern into lower limits through shorter lines of communication than the US did.
