In plain terms

A 2007 report by the international radio science union, answering whether a power satellite would be safe, says government rules let a microwave oven leak up to 5 milliwatts per square centimetre, and that Japan allows 1 milliwatt per square centimetre measured 5 centimetres from the oven.

The claim as recorded

The URSI white paper on solar power satellites (2007), answering whether SPS is safe, states that conservative government safety guidelines allow microwave ovens to leak 5 mW/cm2 and that the allowable leak in Japan is 1 mW/cm2 at 5 cm from the oven; it gives no country or distance for the 5 mW/cm2.

Scope and limits

A leak limit measured close to an oven's outside, not the field inside it and not a whole-body average; it is not the same quantity as the beam densities (CLM-0911) or the 30-minute whole-body reference levels (CLM-1169), so a comparison needs that said. The 5 mW/cm2 is not attributed to a country here; the US rule is CLM-1483. A 2007 statement of rules; for the current US text see CLM-1483, and the Japanese rule was not read.

What it assumes

No assumptions are recorded against this claim.

Where it comes from

SRC-100 URSI White Paper on Solar Power Satellite Systems (clean full text, 194 pp), 2007-06
PDF p.185 (printed 164), read at a zoom-4 crop, answer to FAQ 15 ("Is SPS safe?", PDF p.184): "Conservative government safety guidelines allow microwave ovens to leak 5 mW/cm2. The allowable leak level in Japan is 1 mW/cm2 at 5 cm from the oven." In SI units, 5 mW/cm2 is 50 W/m2 and 1 mW/cm2 is 10 W/m2.

Basis: mW/cm2, leak at a stated distance from the oven
