In plain terms
The 2025 international cost report adds 50 US dollars for every tonne of carbon dioxide a fossil plant emits, the same everywhere, when it works out each plant's cost of electricity.
The claim as recorded
The NEA's 2025 cost report charges one carbon price, USD 50 per tonne of CO2, to every combustion-emitting technology in every country when it calculates LCOE. It "uses a harmonised carbon price of USD 50 per tonne of CO2 for all technologies that emit end-of-pipe carbon emissions due to fuel combustion, in all countries", takes default emission factors from IPCC (2006) Table 2.2 where no country data exist, assumes capture rates of 90% for coal and 95% for gas with CCS, and treats unabated biomass as carbon neutral.
Scope and limits
The price applies to end-of-pipe combustion emissions only; life-cycle emissions (for example of solar, nuclear or SBSP manufacture and launch) carry no carbon cost in this method (our reading). The page offers the USD 50 as an explicit price or, where none exists, as a shadow price for regulation or the social cost of carbon; it gives no price year on this page. Footnote 6 calls biomass neutrality "an unproven assumption".
What it assumes
No assumptions are recorded against this claim.
Where it comes from
PDF 38 [36], raw: "For calculating LCOE, this report uses a harmonised carbon price of USD 50 per tonne of CO2 for all technologies that emit end-of-pipe carbon emissions due to fuel combustion, in all countries." Same page, raw: "This report assumes a 90% capture rate of carbon emissions for coal plants with carbon capture and storage facilities, and a 95% capture rate for natural gas plants"; "Unabated biomass is considered carbon neutral". Emission factors "are based on Table 2.2, "Default emission factors for stationary combustion in the energy industries", in IPCC (2006)" (normalised, nested quotation marks).
Basis: USD per tonne of CO2
