In plain terms

The 1978 plan aimed to find, by stepping the dose up or down, the lowest microwave level that changed anything in mice, rabbits, birds and plants, and to use the rabbit result to inform human safety standards.

The claim as recorded

The protocol sheets in the 1978 draft set out how thresholds were to be found. A mouse immune-system protocol starts chronic 2.45 GHz exposure at 1 mW/cm2; if reproducible effects appear the dose is decreased until a threshold is found, and if none appear it is raised in 2-fold steps until effects are observed. A rabbit protocol exposes 8 rabbits (with 8 controls) 8 hours a day to 0.5 mW/cm2 2450 MHz CW for 3 months, then at 5 or 0.05 mW/cm2 depending on the result, then at 10, 1, 0.1 or 0.01 mW/cm2, to find the threshold incident power density, stating that from SAR measurements "the results will be extrapolated to humans for safety standards". A ring-dove protocol exposes pairs continuously to 1 mW/cm2 through three reproductive cycles, and a plant protocol exposes species chronically over at least two generations at "the frequency (2450 MHz) and maximum power density (10 mW/cm2) specified by the SPS".

Evidence behind this: T3, protocol sheets bound into a draft programme recommendation, from an unidentified larger compilation; they permit "the 1978 protocols planned Y" only.

Scope and limits

A DRAFT; the protocol sheets come from a larger compilation that is not identified, and no results are given. The plant sheet's 10 mW/cm2 maximum differs from the 23 mW/cm2 rectenna centre of the October 1978 reference system (CLM-0071); the sheet may predate that design, which is not stated. Extrapolation from rabbits to humans is the sheet's stated aim, not a method it gives. Handwritten margin notes on PDF pp.22 and 28 are not read.
