In plain terms
In July 2023 Europe's space agency asked researchers for ideas on the safety questions around beaming power from space: effects on people, wildlife, the atmosphere, aircraft and the carbon cost of launches. Ideas were due within four weeks, and the best would compete for jointly funded research projects.
The claim as recorded
On 10 July 2023 ESA opened a call for ideas on its Open Space Innovation Platform, under SOLARIS and run by the Preparation element of its Basic Activities, for research on the open questions of transmitting large amounts of energy through the atmosphere, with submissions due by 4 August 2023. The listed topics were risks to human health, risks to flora and fauna, impacts on the atmosphere and weather, impact on aviation and ground infrastructure, and the environmental impact and carbon costs of launch and deployment. Ideas judged novel and suitable were to be matured into proposals for co-sponsored research projects under competitive evaluation, as "a first step" towards ensuring any future implementation is safe.
Evidence behind this: The agency's own web story announcing its own call; primary for what was asked and when, not for what was funded or found.
Scope and limits
A CALL, NOT RESULTS OR FUNDING. The page states no budget, number of awards or start dates, and no held source yet records which projects were selected or what they found. The 10/07/2023 date is read day first, as ESA's site writes dates and as SRC-401's Related Links agree. The page claims the concept needs "no fundamental breakthroughs"; that is ESA's framing, not carried as a finding.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
PDF p.1 (render): date line "10/07/2023"; SOLARIS initiative inviting researchers (paraphrase). PDF p.2: "a new call for ideas" on OSIP from the Preparation element of ESA's Basic Activities; the five key research topics as listed (paraphrase). PDF p.3: submit by "4 August 2023"; ideas novel and suitable to be matured into a proposal for a co-sponsored research project subject to competitive evaluation; the projects "will mark a first step" towards safe implementation (paraphrase beyond the spans).
Basis: dates; no sums stated
