In plain terms

A 2024 legal article about the law of space solar power talks about radio spectrum exactly once, in half a sentence, and gives no source for it. It names the International Telecommunication Union, but as the body that allocates orbital positions - the word "frequency" is only part of the name of the ITU's mechanisms. Across all 308 pages of the volume the words bandwidth, GHz, MHz and Radio Regulations do not appear at all.

The claim as recorded

A 2024 law review article devoted to the law of space-based solar power mentions radio spectrum once, in a subordinate clause, and cites nothing for it. The whole of its treatment, verbatim at PDF p.20: "Any new SBSP system could occupy these valuable orbital positions, creating competition and challenges for allocating these positions under international agreements such as the International Telecommunication Union's frequency and orbital slot coordination mechanisms." The ITU is named as the framework for allocating ORBITAL POSITIONS, and "frequency" appears only as a modifier on the name of its mechanisms - the sentence is about slots, not about spectrum. It carries no footnote marker. The preceding footnote 37 binds to the previous sentence's closing "slots" and names an ESA "Types of orbits" explainer, which supports the 35,786 km GEO-belt figure and not this proposition. Measured across all 308 pages of the volume: radio spectrum 0, bandwidth 0, band 0, GHz 0, MHz 0, wavelength 0, Radio Regulations 0, WRC 0, World Radiocommunication 0, and ITU as an acronym 0.

Evidence behind this: T2 from SRC-014's own row. The record is a measured statement about one document's contents, and the counts are reproducible from the held file by the method stated in support, so the tier bounds what the article's silence is worth as evidence about the field - which is little - rather than bounding the measurement.

Scope and limits

THIS DOES NOT SHOW THAT SPECTRUM IS UNIMPORTANT, ONLY THAT THIS DOCUMENT DOES NOT TREAT IT. One article by three authors in one law review is not the legal literature. IT MUST NOT BE CITED AS PARTIAL COVERAGE OF THE SPECTRUM BRANCH. A subordinate clause asserting that a coordination question exists is not an analysis of it: the article names no band, no service allocation, no WRC agenda item, no Radio Regulations article, and no party who would file. NOTHING HERE IS EVIDENCE ABOUT WHAT THE ITU ACTUALLY REQUIRES, because the article states no ITU rule and cites no ITU instrument. The zeros are zeros for the words listed, over the text layer of this volume, which carries 2.81 hyphen line-break joins per page; the counts are from de-hyphenated text and the raw counts agree. AND THE ONE ZERO THAT MOVED IS THE WARNING FOR THE REST: a term with a common non-technical sense will score somewhere in 308 pages of law, so a zero on such a term must be read as a zero on the technical sense only after someone has looked at the hit.

What it assumes

No assumptions are recorded against this claim.

Where it comes from

SRC-014 2024
Read first-hand, and every count above was re-measured independently by the registering coordinator over all 308 pages before this record was written, using PyMuPDF through pdfnorm.normalise with word-boundary matching. The sentence matches at the normalised level on PDF p.20. THE ZEROS ARE THE FINDING, SO THEY WERE MEASURED RATHER THAN ASSUMED, AND ONE DRAFTED ZERO DID NOT SURVIVE THE RE-MEASUREMENT. The draft reported spectrum as 0 across 308 pages; it occurs once, on PDF p.284, and it is a third false friend - "a relatively broad spectrum of protection is established by the most important acts of international law", in a different article of the volume about criminal justice. The claim above therefore says radio spectrum 0 rather than spectrum 0, which is the true and narrower statement. Both the acronym and the spelled-out institution were searched wherever a document may use either, because an acronym-only probe on this same document produced a false zero earlier in the same session: "ITU" as a word-boundary token returns 0 pages while "International Telecommunication Union" returns 1, on PDF p.20. Two further false friends on the spectrum side, referents read rather than counted: PDF p.14 "Interference" sits inside a footnote naming the IAU "Centre for the Protection of the Dark and Quiet Sky from Satellite Constellation Interference", which is optical interference with astronomy inside an organisation's name; PDF p.19 "coordination" reads "political and economic coordination among countries to ensure fair distribution and pricing", which is market coordination. So three of the terms that scored were false friends and a count that did not read referents would have reported spectrum-adjacent material on three pages where there is one. Footnote placement was established from the raw line structure and not the flattened page, because flattening moves a marker next to whatever follows it.
