In plain terms

The American standard often named as the comparator, IEEE 1547, covers generators joining local distribution networks. A gigawatt-scale ground station would join the high-voltage transmission network instead, so a different standard applies, and that one was not obtained.

The claim as recorded

A trade-association field guide to IEEE 1547-2018 states that the 2003 edition applied to distributed energy resources with an aggregate rating of 10 MVA or less connected to distribution systems, and that the 2018 edition "still applies to DER connected to distribution, but the 10 MVA aggregate size limit has been removed", so the size limit is no longer the boundary but the distribution scope remains; on that characterisation IEEE 1547 is not the governing standard for a GW-scale ground receiver connecting at 275 or 400 kV transmission voltage, and the North American comparator for a transmission-connected inverter-based resource of that size is IEEE 2800-2022, which was NOT obtained.

Scope and limits

This is a trade-association guide, not the standard. IEEE 1547-2018 itself was not obtained: the IEEE Xplore abstract page did not serve content to an automated client, and the paywalled full text was not sought. So this claim reports what a T4 guide says the standard's scope is, and it may not be presented as the standard's own words. The IEEE 2800-2022 statement is a NEGATIVE claim about what is held here, not a characterisation of that standard, which was not read at all.

What it assumes

That the guide's characterisation of the standard's scope is accurate. It is a 2019 guide to a 2018 standard and a later revision or amendment may have changed the scope; no check for one was made.

Where it comes from

SRC-247 Guide to the IEEE 1547-2018 Standard and its Impacts on Cooperatives, March 2019, 2019
2003 scope, verbatim: "Scope. The 2003 standard applied to DERs with an aggregate rating of 10 MVA or less, connected to distribution systems." 2018 scope, verbatim: "Scope The 2018 standard still applies to DER connected to distribution, but the 10 MVA aggregate size limit has been removed." Shift in philosophy, verbatim: "The 138-page IEEE 1547-2018 was developed in a very different DER deployment environment. Many are now seeing sufficient levels of DER deployed that the impacts on their systems are significant. As a result, the philosophy of the new standard is different as well: there is a pronounced shift toward ensuring Bulk Power System (BPS) dynamic and transient stability." New definition, verbatim: "there is a new definition of the Bulk EPS, or BPS (Bulk Power System) which is essentially taken to be the transmission system and all generation connected to it."

Basis: scope of IEEE 1547 as characterised by a trade-association field guide; the standard itself was not obtained
