In plain terms

In 2024 the EU was moving towards putting grid-forming behaviour into its connection code, following a December 2023 recommendation, but the draft wording required it only where the national system operator asks for it. Britain and Australia already had their own versions.

The claim as recorded

ENTSO-E records that on 19 December 2023 the EU Agency for the Cooperation of Energy Regulators submitted recommendations to the European Commission for amending the RfG regulation including non-exhaustive grid-forming requirements for Power Park Modules, gives its own task force's scope as Power Park Modules of types B, C and D, quotes the proposed definition as requiring that "Where grid forming capability is specified by the relevant TSO ... a power park module shall be capable of providing grid forming capability at the connection point, considering the sub-cycle character of the physical quantities where appropriate", so that the obligation is conditional on the transmission system operator specifying it rather than unconditional, states that compliance is to be evaluated at the point of connection while the voltage-source-behind-impedance behaviour is specified at the individual unit terminals, and notes that grid-forming technical requirements had already been adopted in Great Britain through Grid Code modification GC0137 and in Australia through a voluntary specification.

Scope and limits

This is an ENTSO-E task force interim report on a PROPOSED amendment, not a regulation in force. The wording quoted is a draft. It may not be cited as an EU requirement. It is the comparator for the GB position in CLM-0790 and shows the direction of travel, nothing more. It says nothing about the retained GB version of RfG, which does not contain these provisions (see CLM-0792).

What it assumes

That the ACER recommendation and the quoted draft wording had not been superseded by a published RfG amendment as at the date of this record. No later ACER, Commission or ENTSO-E document has been obtained (checked 2026-10-15), so this may not be presented as the current state of EU grid-forming regulation. The report itself anticipated an updated regulation "expected in 2025".

Where it comes from

SRC-248 Grid Forming Capability of Power Park Modules, First Interim Report on Technical Requirements,...
ACER submission, verbatim: "On 19 December, 2023, the Agency for the Cooperation of Energy Regulators (ACER) submitted its recommendations to the European Commission (EC) for amending the Network Connection Code (CNC) related to the requirements for generators (RfG Regulation)... Notably, it includes non-exhaustive Grid-Forming (GFM) requirements for Power Park Modules (PPM)..." Proposed definition, verbatim: "'Where grid forming capability is specified by the relevant TSO in coordination with the relevant system operator in accordance with NC RfG 2.0 proposal, Article Y. or defined in Articles 20, 21 and 22, a power park module shall be capable of providing grid forming capability at the connection point, considering the sub-cycle character of the physical quantities where appropriate.'" Point of compliance, verbatim: "For the case of GFM capability and within the PPM's current and energy limits, the PPM shall be capable of behaving at the terminals of the individual unit(s) as a voltage source behind an internal impedance. Therefore, technical requirements for the voltage source behaviour shall be defined at the terminal of the individual unit(s), while the compliance shall be proven at the connection point." GB and Australia, verbatim: "It is worth noting that grid forming technical requirements have been recently adopted by system operators in Great Britain (GB) and Australia... GFM requirements into the GB Grid Code (GC0137 - Minimum Specification Required for Provision of GB GFM Capability), and Australian Energy Market Operator (AEMO)... the Voluntary Specification for Grid-forming Inverters." Scope, verbatim: "The technical requirements are intended to describe the GFM capabilities of PPM of type B, C and D."

Basis: proposed amendment to the EU RfG network code as recommended by ACER; requirement assessed at the point of connection
