In plain terms
Using mid-latitude radar measurements rather than sub-auroral ones, a 230 watt per square metre beam is over the self-focusing threshold in about 11 per cent of measured conditions at 2.45 gigahertz and about 4.5 per cent at 5.8 gigahertz, from four days of data.
The claim as recorded
Across 22,705 quality-filtered measured F-region electron density and temperature pairs from the Millstone Hill incoherent scatter radar at 42.6 N, screened to geodetic latitude 40 to 46 N, electron density and temperature are positively correlated with a log-log Pearson coefficient of plus 0.423, and a 230 watts per square metre beam is over the self-focusing threshold at 11.4 per cent of all measured F-region conditions at 2.45 GHz and 4.5 per cent at 5.8 GHz.
Scope and limits
Four experiment days only, two at solar maximum and two at solar minimum, so seasonal and solar-cycle coverage is sampled rather than climatological. 24 of 22,705 points imply an foF2 above 16 MHz, which is not physically credible at mid-latitude; they are 0.11 per cent of the set and do not move any median, but they do set the reported minimum threshold. Whether self-focusing matters at all once triggered remains unestablished.
What it assumes
a 25 km growth length; Duncan's coefficient per CLM-0093
Where it comes from
This is the project's own working, shown in full:
24,332 screened rows filtered to 22,705 by the identical rule used for Sondrestrom: 500 to 5000 K, 1e9 to 1e13 per cubic metre, relative uncertainty at most 25 per cent on both. Ne 2.32e9 to 7.30e12, median 1.94e11 m^-3. Te 501 to 3,523, median 1,630 K. Domain condition satisfied at 36.2 pct (2.45 GHz) and 8.0 pct (5.8 GHz). Median threshold 919 W/m2 at 2.45 GHz and 189 W/m2 at 5.8 GHz. Full working in CALC-014.
