In plain terms
Duncan's own 1980 paper says the flawed earlier calculation was Holway and Meltz's, and praises Perkins and Roble's as the first thorough one. It does not say Perkins and Roble were wrong.
The claim as recorded
Duncan's 1980 precursor attributes the earlier quantitatively inaccurate electron temperature runaway result to Holway and Meltz 1973 on the grounds that their calculations neglected several important ionospheric cooling mechanisms, and credits Perkins and Roble with the first thorough analysis including a comprehensive model of the dominant collisional cooling processes; the phrase incorrect transport coefficients does not appear anywhere in that document.
Scope and limits
This is the 10-page 1980 precursor, not the 15-page 1981 journal article, which remains unobtainable under controlled digital lending. The 1981 version may say something the precursor does not. So this does not disprove the 2004 review's account; it establishes that Duncan's own nearest available statement contradicts it. The account that Perkins and Roble's result was refuted as a transport coefficient error is the 2004 review's, recorded as CLM-0056 and superseded by this record; the 1980 precursor does not contain it.
What it assumes
No assumptions are recorded against this claim.
Where it comes from
Verbatim from SRC-117: "Holway and Meltz... first introduced the concept of an electron temperature runaway. However, because their calculations neglected several important ionospheric cooling mechanisms, their results are not quantitatively accurate... Perkins and Roble, including a comprehensive model for the dominant collisional cooling processes. Their results represent the first thorough analysis of the effects of a thermal runaway in the ionosphere..."
