In plain terms

By 1981 the theory was being revised to a steeper frequency dependence, which would raise the permitted power density.

The claim as recorded

NASA RP-1076 records that the ionospheric heating theory was being revised in 1981 with initial results predicting a 1/f^3 rather than 1/f^2 frequency dependence, which would increase the power density limit, and notes that if the low-frequency to SPS-frequency scaling follows 1/f^3 and not 1/f^2 then the HF tests were conducted at a higher effective scale power flux than previously thought.

Scope and limits

Initial results of a revision in progress in 1981. Whether the revision was completed is not established by this document.

What it assumes

No assumptions are recorded against this claim.

Where it comes from

SRC-107 NASA RP-1076: Satellite Power System (SPS) Magnetron Tube Assessment / SPS Power Transmission...
Verbatim, SRC-107: "The theory is now being revised, and initial results predict a l/f3 heating rather than l/f2, where f is frequency, which would increase the power density limit." And, verbatim: "If scaling from low frequency to the SPS frequency follows 1/f3 and not 1/f2, then these tests were actually conducted at a higher scale power flux than previously thought." (The printed exponents are superscripts; "l/f" in the transcription above is an OCR artefact for "1/f".)
